Broadband in the New River Valley

What’s keeping broadband connectivity – high-speed internet – from permeating all corners of the New River Valley?  According to Andrew Michael Cohill:

“Ownership and governance are the issues,” said Cohill, noting that when those two issues are resolved, the actual implementation of broadband in the region was not an obstacle.

Ownership and governance. Meaning who gets a piece of the pie.
